Adding init_scope's to table creation and initialization so that we can use... 

Adding init_scope's to table creation and initialization so that we can use tables within functions. Also added a couple of tests for the same.

We now use the ResourceTracker instead of the collections logic to detect resource creation within map functions in tf.data.

Moved around tests too.
