[XLA] Add routine HloModule::AddComputationAndUnifyNamesAndIds. 

This routine clears the ID for the computation and the instructions inside the
computation and calls routine AddComputationInternal for adding the computation
and sanitizing the names and IDs for the computation and the instruction inside
the computation.
