Add delegate API to tflite. 

- Context gets GetNodes, num_nodes and PartitionNodesIntoSubgraphs.
- TfLiteDelegate provides one function that need be implemented
- Delegates choose nodes and those nodes are all compacted into
  a new macro kernel.
