run test shell scripts for ppc64le 

to be invoked using ci_build.sh from the root of the tensorflow project.
For example:
./tensorflow/tools/ci_build/ci_build.sh gpu --dockerfile \
    tensorflow/tools/ci_build/Dockerfile.gpu.ppc64le \
    ./tensorflow/tools/ci_build/linux/ppc64le/gpu/run_py3_core.sh
