Allow SavedModelBuilder to overwrite existing folders (#8902) 

* Add overwrite directory feature to SavedModelBuilder

* Make indenting consistent to the rest of the code

* Change Assertion Error's message to reflect new parameter

* Make comment defining overwrite clearer
