Switch to use str instead of number for colab_url 

Fix nightly failure:
  File "tensorflow/tools/ci_build/update_version.py", line 253, in colab_url
    version_string = "%d.%d.%d" % (version.major, version.minor, version.patch)
TypeError: %d format: a number is required, not str
