[XLA] Add hook for dump directory expansion. 

Also puts a ".unoptimized" suffix on dumped HLO protobuf files
to avoid the unoptimized dumped HLO protobuf colliding with the
optimized dumped HLO protobufs when the same dump directory is
specified for both.
