Always turn on scoped allocator optimization in CollectiveAllReduceStrategy. 

Before this change, the scoped allocator optimization would only be on when a
cluster_spec was passed to the configure() method of
CollectiveAllReduceStrategy.  When running collectives on a single worker, no
cluster spec needs to be passed.
