Leave ownership of SharedCounter with GPUProcessState, when it's being used 

by GPUBFCAllocators, instead of transfering it to GPUKernelTracker.
GPUProcessState has a process lifespan, but in some circumstances GPUDevice
(and its owned GPUKernelTracker) are recreated for new Sessions.
