Expose okhttp_api_files filegroup for libcore 

Expose okhttp_api_files filegroup for libcore and make some .bp
tidy-up changes. There appear to be no "non-android" usages
of okhttp-nojarjar so the android variant has been squashed.

All the source code that might need it have had @hide added to
indicate these are not part of the public SDK API surface.
