ese_boot_tool: support env override of carrier data.

Enable commandline override of the data collection to use
the environment instead of system properties for validation
purposes:
 brand=google serialno=1234 product=aphone device=aphone2016
 manufacturer=afactory model=aphone2016big COLLECT_FROM_ENV=1
 ese-boot-tool  lock set carrier 1 imei1234

Bug: none
Test: use the above command and a signed assertion and do a lock,
production true, clear lock flow and it worked with nonce update and
token non-reusable.
