[MIPS] Build fdlibm in forced IEEE mode 



Overriding _LIB_VERSION_TYPE on the command line just doesn't work
so fdlibm ended up being built with multimode support. This patch
fixes that and adds dependencies on the makefile so everything gets
rebuilt.
