Use hostname aware isCleartextTrafficPermitted 

The cleartext traffic blocking feature of
android.net.NetworkSecurityPolicy is being expanded to provide finer
grained controls (per hostname). This change integrates the Apache HTTP
stack with these finer grained controls.
