JDWP: check thread state on event suspension 

Checks thread status is RUNNING and suspend status is
SUSPEND_STATUS_SUSPENDED when suspending on a thread event (single
step, breakpoint, ...)

Also stops using long type for breakpoint request ID: this is really
an int.
