Fix for OpenJdk libcore switch 

Classes tested by FileURLConnectionTest URLClassLoaderImplTest
are no longer included in libcore build. I managed to update
URLClassLoaderImplTest to test against openJdk equivalent,
but FileURLConnectionTest needs more work.
