Revert "Revert "Add jdwp tests for VMDebug debugger functions"" 

This reverts commit 0a068919.

Reason for revert: Lowered wait time so it would be less likely to
fail on fugu/other slow devices.

Test: ./art/tools/run-jdwp-tests.sh --mode=host
