Fix CTS testStartUsingNetworkFeature_enableHipri fail 



The return value of mWifiManager.isWifiEnabled()
&& mWifiManager.getConnectionInfo().getSSID() != null can not
correctly identify if WiFi is connected or not.

The fix is to modify the code logic used to judge if WiFi is connected.
