[DO NOT MERGE]Revert the changes to tests/tests/permission2/res/raw/android_manifest.xml in aosp/1114516.

The changes were a part of the CL backported to fix the bug 132673435,
but it's causing the test failure of
CtsPermission2TestCases:android.permission2.cts.PermissionPolicyTest#testPlatformPermissionPolicyUnaltered
due to permission changes.

The permission changes are not needed to fix the bug 132673435, and thus
can be reverted.
