"Work profile widget" should be excluded without "android.software.app_widgets".

Car launcher doesn't implement AppWidgetHost to support
"android.software.app_widgets". Feature "android.software.app_widgets"
will be disabled on the automotive device. This case should be excluded
if there is no "android.software.app_widgets" feature.

Test: 1. Launch CTS Verifier
      2. Open MANAGED PROVISIONING --> BYOD Managed Provisioning
      3. Open "Work profile widget" case
      4. Go to home screen.
      5. Add the widget titled "CTS Verifier" and badged with the work profile
         briefcase to the home screen.
      6. If you can add the widget to the home screen, please select "pass".
         Otherwise, select "fail".
