DO NOT MERGE: CDD Annotations for Section 5.3/C-1-1 

CDD Section: 5.3/C-1-1: MUST support dynamic video resolution and frame switching
through the standard APIs within the same stream for all Vp8 Vp9 H.264. HEVC codecs
in real time and up to the maximum resolution supported
