DO NOT MERGE: Skip running Slices CTS test suite for Wear devices 

Use FEATURE_WATCH to skip the execution of Slices test cases as feature
is not applicable for Wear devices
Bug: 142022263
Test: Tried running CTS with change; test skipped for Wear devices and
passing for Mobile devices
