Bug fix for b/4545066 CTS fail at... 

Bug fix for b/4545066 CTS fail at AccessibilityEndToEndTest#testTypeWindowStateChangedAccessibilityEvent. Increase async wait time to ensure that notifications are passed thru. I was able to reproduce the error by cutting down the wait time(MAX_TIMEOUT_ASYNCHRONOUS_PROCESSING).

TESTS = tests on M4.
