Update ConfigurationTest in CTS 

- following the fix for # 6156912 Upgrade ICU to 4.8.1.1 has broken LocaleUtil.getLayoutDirectionFromLocale() - Hebrew support
we can now uncomment those tests corresponding to Hebrew
