Fix for P R O G U A R D Issues

Bug 5187314

The SUID file scanner didn't work on userdebug or user builds where
P R O G U A R D was enabled. Add some flags to make sure
P R O G U A R D doesn't remove fields filled in by the native code
and make sure the native methods are preserved.
