RESTRICT AUTOMERGE: testEncryption for device without secure lock screen 

Data Storage Encryption is optional for devices without a secure lock
screen. Devices with a secure lock screen MUST report
android.software.device_admin, so we exempt any devices that don't
report that from testEncryption.
