Skip JNI Tests for None CPU ABI 

Bug 5342179

Don't run the JNI tests when CPU ABI is "none" by overriding the
TestCase#runTest method to skip the test when Build.CPU_ABI is
none. Also don't load the JNI libraries when it the ABI is none
as well.
