camera2: Update RecordingTest CTS test for LEGACY mode. 

Bug: 15116722

- Disables strict framerate, recording time constraints when
  taking video snapshots in LEGACY mode.
- Allows resolutions >= 1080p to be unsupported in LEGACY mode.
