Fix NPE. Ensure favicon behaves consistently with other tests. 

 Bug 6507154
 Fixes NPE when the favicon hasn't been loaded prior to checking it.
 Forces the WebIconDatabase to be opened so that favicons are loaded
 always. Other tests were causing it to be opened, but running
 testLoadDataWithBaseUrl by itself did not -- and always failed.
