Fix CTS build on AOSP/master 

We're not using ctstestrunner in CTS verifier anyway. 
Note that this is only a build fix. There appear to be several other 
errors in the CTS flow, like errors about incorrect CTS scanner command lines and errors about unknown test exception classes that do in fact 
exist.
