Fix CTS testFindAccessibilityFocus - fail 



If the device has a lower spec, current AccessibilityActivityTestCase
test case timeout may be too aggressive.

The fix is to increase the timeout value(TIMEOUT_ACCESSIBILITY_STATE_IDLE).
