Start car launcher successfully before next loop to avoid race condition. 



ActivityManager needs to start car launcher successfully before next loop to avoid
race condition for test case testEglConfigs.

Test: run cts -m CtsOpenGLTestCases
              -t android.opengl.cts.EglConfigTest#testEglConfigs
