Adjusting ConnectivityScreenOff test for automotive

For automotive and TV, power is always connected
and the screen may always stay on.
Therefore this test should not rely on POWER and SCREEN events
when executed in a car or in a leanback device.
This modification allows to run this test when screen stays on.
