Camera2: BURST_CAPTURE, READ_SENSOR_SETTINGS capabilities tests 

- Verify necessary keys for READ_SENSOR_SETTINGS
- Verify MANUAL_SENSOR devices include READ_SENSOR_SETTINGS
- Verify static characteristics for BURST_CAPTURE
- Verify FULL devices include BURST_CAPTURE
- Break out some FULL stream configs to be part of BURST
