Add CTS tests for ContactsContract.CommonDataKinds.Callable

Add CTS tests in ContactsContract_DataTest to ensure that
Callable.CONTENT_URI and CONTENT_FILTER_URI behave correctly.

Checks that phone numbers and sip addresses are returned by
CONTENT_URI, and that search by name/organization/phone number/
sip address works correctly.
