Track CLDR update.

Note that I screwed up in my previous patch to this file, so the AM/PM changes
here fix that. (The C formatting code will do an ASCII tolower on the bottom
bits of whatever your locale's "AM" or "PM" string happens to be, if you're
silly enough to ask it to do so.)
