Add NullWebViewUtils and fix up WebView stub activities. 

Adds NullWebViewUtils, a collection of helper utilities to allow
CTS to pass in an environment where there is no WebView present.

Also updates the stub activities that the WebView tests use to
call these APIs to determine if a WebView is present on the
device or not.
