Support running vm-tests-tf CTS package on Windows environment 

When running the vm-tests-tf package on Windows environment,
the CTS will create the /tmp directory failed.

This patch also fixes another issue:
The /data/local/tmp directory might not exist and also causes creating
/data/local/tmp/vm-tests directory failed.
