ART: add GC time ratio metrics to GC performance 

Record CPU time for GC cycle and the whole process. Print the ratio if
DumpGCPerformanceOnShutdown is set.

Test: Run art with -XX:DumpGCPerformanceOnShutdown on some benchmarks.
