ARM64: Improve mterp cmpl/cmpg. 

Use CSET+CNEG instead of MOV+CNEG+CSEL. Prefer the
CNEG/CSET alias over the CSNEG/CSINC for readability.

Test: Run ART test suite on Nexus 9 with the interpreter.
