Allow -Xjitsaveprofilinginfo for system server 

setenforce 0 is still required to prevent selinux violations.

Test: adb shell setprop dalvik.vm.extra-opts "'-Xusejit:false -Xint -Xjitsaveprofilinginfo'" && adb shell start
