ART: Clean up android_dlopen_ext() call. 

Remove the unnecessary ANDROID_DLEXT_FORCE_FIXED_VADDR flag.
We do not produce oat files with non-zero minimum `p_vaddr`.

Test: Pixel 2 XL boots.
