Relax 030-bad-finalizer test 

Interpreter and jit tests fail on slower devices (e.g. emulators)
because "spin for a bit" takes more than 10 seconds and the bad
finalizer timeouts too early (before it enters infinite loop).

Test: ./testrunner.py --target -t 030
