Change FreeMemory and TotalMemory behavior. 

TotalMemory is now equal to the footprint limit (around when the
next GC will occur).
FreeMemory is now equal to TotalMemory() - bytes_allocated_.
Also added more memory dumping info to DumpGcPerformanceInfo.
