Fix Constructor#serializationCopy 

Added new Constructor#newInstanceFromSerialization
method that's used to implement #newInstance on
Constructor instances created by the #serializationCopy.

+ Restored ArtField::GetOffset missing DCHECK and
fixed debug build use of GetOffset to GetOffsetDuringLinking
in the class_linker.cc.
