profile_changed should not effect GetBestOatFile. 

This change moves the check for whether a profile changed from
GetBestOatFile to GetDexOptStatus, because profile_changed should not
effect what oat files are loaded.

Test: OatFileAssistantTest.ProfileOatUpToDate
