ARM: VIXL32: Implement ArrayGet, ArraySet, BoundsCheck etc. 

Over 100 more ART tests now start to pass.

Test: export ART_USE_VIXL_ARM_BACKEND=true && \
      mma test-art-host dist && \
      mma test-art-target dist
