ART: Pass current Thread* to Jit::ShouldUsePriorityThreadWeight(). 

And avoid some instructions from REFRESH_IBASE on x86-64.

Test: testrunner.py --host --interpreter --jit
Test: testrunner.py --target --interpreter --jit on Nexus 6P
