Let clang-format reorder the header includes.

* Steps:
 find . -name '*.cc' -o -name '*.h' | xargs sed -i.bak -e 's/^#include/ #include/' ; git commit -a -m 'ART: Include cleanup'
 git-clang-format -style=file HEAD^
 manual inspection
 git commit -a --amend
