Assign a lower Locklevel for Mutexes used in QuasiAtomic operations. 

This fixes the CompilerDriverTest on MIPS. The test was failing when
Transaction::Abort() acquired intern_table_lock_ and log_lock_
and subsequently performed QuasiAtomic operations.
