buildbot: Blacklist repeated annotations test failure for javac/dx

There's a bug in OpenJDK8 javac (fixed in OpenJDK9) which prevents repeated
annotations from working correctly in some special cases.

Blacklist this test here because our buildbot runs all the libcore
tests with javac/dx and it is failing only that one test.
